Residents and fellows permitted to treat workers' compensation patients.
As part of Governor Kathy Hochul's Fiscal Year 2026 Budget signed into law on May 9, 2025, effective immediately, physicians who are training in residency and fellowship programs accredited by the Accreditation Council on Graduate Medical Education (ACGME) are permitted to treat injured workers in New York State under the appropriate supervision of faculty physicians (see Workers' Compensation Law Section 13-b[2][b-2]).

Act now: CMS-1500 electronic mandate approaching! Cost offset available now.
Effective August 1, 2025, providers must submit CMS-1500 bills electronically through a Board-approved electronic submission partner — regardless of office size or patient population. As of that date, the Board will no longer act on, or enforce payment of, paper bill submissions.
To ensure payment for services, the Board urges all health care providers who are still submitting paper CMS-1500 medical bills — regardless of office size or patient population — to move to electronic submission as soon as possible. To assist providers with this transition, the Board has created a fact sheet with step-by-step instructions for selecting and working with an electronic submission partner.
Additionally, the Board has been hosting regular webinars for providers that review the requirement and the benefits of electronic submission and include time for questions.
